The last proper name of it was "70 West". It was a shithole. It was probably last in use about ten years ago, and it was a constant source of crime. I worked in the area when 70 West was open, and its residents were a never-ending parade of stereotypes of people on welfare, living in subsidized housing (the building was all Section 8), and generally living up to the quasi-myths that Republicans believe about people on welfare. Shootings and fights were a nightly occurrence. More 'thousand-yard stares' from crackheads than you see now.
