An estimated 1,500 businesses in Detroit operate illegally, costing the city $1.5 million per year in uncollected revenue from permits and licenses. Officials in this video padlock a used tire shop because "Selling used tires is their only business, which is not allowed. Old tires are the biggest contributor to blight across the city..."
