Think it is silly to pay taxes on a home under construction that you cannot live in yet? Many are hoping a change to the Michigan tax code would spur development by no longer taxing these properties at nonhomestead rates. According to Crain's that is the higher level of taxation that owners of commercial, rental or vacation properties pay. The legislation, introduced by Rep.
