I thought this study was pretty brutal. It claims to rank cities based on urban policy, but their metrics aren't really policy oriented.... I know city-ranking lists are lame more often than they're insightful, but this one really annoyed me. Maybe it's their brazenness: The article itself points out that you can't actually measure any of the things they're trying to measure using their metrics and methods, admitting: "These measures are arbitrary."
