It sounds to me like a Council committee that had nothing to do with the planning of this (it is under the Mayor's office, apparently?) not only was approached by constituents but also made the assumption that they were not consulted. Which if I know my Council is their biggest sore point on any issue. So they overreacted based solely on the complaints of a few (potentially connected, if I know my Golf Course community) residents. The whole Council generally votes based on the recommendation of the Committee in smaller matters like this, so I'm not surprised to see this has snowballed like this.
