The Free Press takes a look at those incentive programs that are filling up apartments in downtown and midtown (and helping some people buy). Michael Martorelli, head of sales and leasing for the Park Shelton condos and apartments next to the Detroit Institute of Arts, believes they are helping to change perceptions of Midtown.
