What is Going On In This Image of The Book Tower?

A tipster sent in this image taken outside of the Book Tower this am via twitter. The Italian Renaissance-style building has been closed since 2009. Is something finally happening? It would appear the yellow metal being installed will hold scaffolding. Is that because they are going to work on the building or just protect the sidewalk from potential crumbling peices? You guys let us know if you hear something.

UPDATE 12:25 PM Curbed Intern Chris Zadorozny just came through with this: I talked with a construction worker on the scaffolding today and he said it is up because of the city. The Book is on the city's dangerous building list and it's to protect the people.
