The state senate just passed a bundle of legislation allowing cities to better prosecute property owners guilty of blight violations. More severe punishments and expedited hearings are part of the deal, but there is one maddening loophole: "...banks, credit unions, mortgage servicers and governmental agencies are exempt from the sanctions in the bill."
