The problem with calling Detroit's assets jewels? It makes transferring them out of city control politically difficult, as precious stones are useless when you aren't in control of them. But that's not how markets and convention centers work, and transferring Eastern Market and Cobo Center (and several other assets) to non-profit control has yielded some spectacular results. City Council President Charles Pugh is well aware of how to properly care for one's jewels: "We've got to spend within the revenues that we bring in, but your jewels should not suffer because of that."
