In what sounds like good news for fans of Uber and Lyft, the city of Detroit is drafting up legislation allowing the companies to legally operate in Detroit in exchange for a yearly fee. The new rules would separately affect traditional taxis, raising per-mile fares and reducing the number of cabs licensed to operate in the city to 500. [Freep]
