After the disaster that was summer water shut-offs in Detroit, we thought the worst was over. Nope. More bad news: Since 2007, Detroit has attached delinquent water bills to property taxes. Currently the collection rate on those is 24%, which means that the unpaid water bills are contributing to our very high foreclosure and abandoned property rates. [The Detroit News]
