From my past research on this strange fellow, it is a stretch of decommissioned railroad that used to be part of the Detroit Terminal Railroad -- it runs right past the old Highland Park Ford Plant. The last owner was the Penn Central Corporation (which went bankrupt like 30 years ago) and though I can't find the records right now, I'm pretty sure this parcel hasn't had property taxes paid since the late '80s. So. Y'know. 25 years or so delinquent.
